Instructions for Filling out Letter of Assurance
(foreign nationals only)
If you are a U.S. citizen or a U.S. Green Card holder, you do not need to fill out this section. Otherwise, you are considered a foreign national for access control purposes and will need to fill out a letter of assurance if you qualify for access.
If you are a national of a country not listed in Country Group B, you will not be able to gain access to CLARAty due to a Commerce Department restriction on the software at the moment. We are planning an open source release that will provide you access to the software at a future date.
If you are a foreign national of a country listed in Country Group B:
- Letter of assurance (pdf) or (.doc).
Please complete and sign per instructions below:
- The U.S. exporter field refers to the U.S. institution/entity who transfers the CLARAty software to you. This will be your home institution: e.g. CMU or ARC.
- The U.S. exporter field should be typed in the letter.
- The letter only needs to be signed by the foreign national, but not the U.S. exporter.
- The export control official at each center will need to send a verification (via email) of the applicant's country of citizenship to the General Counsel's office. The export control official will keep the original letters. The export control official has to be an administrative official and not the PI
- For personnel at Ames Research Center only ( Ames Export Administrator - Raj Shea). This process was signed off by (Ames Export Administrator and Ames Patent Counsel)
- Flow chart summary
- Provide an access list of Ames personnel to the AEA office (list contains both civil servants and contractors)
- ARC AEA office verifies citizenship and approves the list
- JPL requests a fee-free license for the Ames personnel from JPL IPO for all IP protected software in the repository
- CLARAty task manager then grants those individuals access
- A copy of your passport.
